Learning Culture Transformation (LCT) is a breakaway from Taylor`s “scientific management” model of centralized command and control type of organizations. From command and control to challenge and develop learners. LCT is about having deep respect for people and building on people's innate learning capacity. Dr Deming (1900-1993) expressed it in the New Economics in 1992

What is learning?
Learning is the process of developing and improving our mental models (how we see and understand) to be better to navigate in the real world. Learning requires a good understanding of the thinking process and of how we acquire knowledge through seeing, dialogue and practical trials. To develop better learning there are two key insights:
People are born with learning capacity. However – the present management practice has reduced these skills. It has to be nurtured.
We have all biases in how we see and interpret real world (mental models). We need to understand these biases and use this understanding to be better thinkers.
Complex Adaptive Systems
Complex adaptive system (CAS) is a system that is able to adapt to changes for better interaction in the real world. In an environment with rapid change (technology, social, geographical, environment), the capacity to real learning is crucial for survival. Nature itself is the best teacher of CAS.
What is a Learning Organization?
It is an organization that acquires, creates, interprets, transmits, shares and retains knowledge, and consciously adapts behaviour to reflect new knowledge and insights (mental model)..
